Our ancestors have always believed in the existence of some mysterious supreme power high in Heaven. Whenever we look up at the sky, a pair of all-seeing, omniscient eyes is looking back down at us and whole earth. This gaze can penetrate anything, even the tier upon tier of glazed tiles and decorated ceilings of the imperial palace. This gaze can beam straight down into the most secret recesses of all our hearts. So, whilst mortals may not fear to cheat each other, they do have qualms about deceiving Heaven; mortals may contend with each other, but have no way of getting the better of Heaven above.
