Preface
In 2017, the internal and external environment of China's development will undergo profound and complex changes: on the one hand, the rise of global trade protectionism and the trend of anti-globalization have made the global political and economic situation ups and downs, undercurrent surging； on the other hand, China is facing the prominent contradictions and problems that the downward pressure of the economy increases and the economic and financial risks increase. In this context, as a big country in transformation and development, how to face the complex and changeable external situation? How to deal with the multiple challenges of economic transformation?
The process of China's economic transformation will be a process of deep interaction with the world economy and opening up the market to the world. With the organic combination of expanding opening-up and domestic economic transformation, we can grasp our own choices and actions under the double background of the changing international economic situation and the pressure of domestic economic transformation. “We should commit ourselves to growing an open global economy to share opportunities and interests through opening-up and achieve win-win outcomes. One should not just retreat to the harbor when encountering a storm, for this will never
get us to the other shore of the ocean.” said President Xi Jinping at the Opening Session of the World Economic Forum Annual Meeting 2017. In this context, it is China’s important choice and practical action at the crossroads of globalization to carry forward “The Second Round of Opening-up” by the guide of promoting economic transformation and structural reform,the base point of implementation of free trade strategy, the support of promoting “ the Belt and Road”, and the emphasis of service trade.
Last year, the annual research report “Breakthroughs in Transformation – The 13th Five-Year Plan Period: Historic Challenges for Structural Reform”published by our institute presented “The Second Round of Opening-up” for the first time. A year later, we again take “The Second Round of Opening-up- China’s Choice at the Crossroads of Globalization” as the theme of the annual research report 2017. We believe as long as we gain the initiative both in domestic development and international competition in expanding the opening-up firmly by coping with new changes in economic globalization with “the Second Round of Opening-up”, promoting structural reform aimed at economic transformation, then we can strengthen the new impetus for China’s economic transformation and structural reform, and make China’s efforts and contributions for promoting the opening, inclusive and shared economic globalization.
This book consists of an introduction and five chapters: based on the analysis of the new challenges of economic globalization, Introduction puts forward some relevant judgments and suggestions on China’s economic transformation and structural reform. Chapter 1 and Chapter 2 try to put forward China’s choice to “the Second Round of Opening-up” based on analyzing the objective trend of economic globalization and the new crossroads of globalization； Chapter 3-5 respectively put forward the “three
major strategies” of “the Secondary Round of the Opening-up”, namely, the big strategy of free trade, the big strategy of “the Belt and the Road” and the big strategy of service trade. “Three major tasks” of deepening the economic transformation and the structural reform should be completed in “the Secondary Round of the Opening-up”, namely, the structural reform aimed at economic transformation, the major action of opening the service market and the government’s role in the regulatory and supervision reform.
As a social think tank with reform research as its mission, our institute insists on forming a reform research report every year, focusing on reform,discovering problems and finding answers. This book is a further deepening of the reform research of our institute, with a view to arousing all parties’'thoughts on China's opening-up and economic transformation under the new background of economic globalization, and having a positive influence on deepening the decision-making and practice of structural reform.
