In 1991, China became a member of the APEC community, the first regional economic cooperation organization that China joined.China attaches great importance to the cooperation with APEC.Chinese state leaders have attended and made speeches at all the leaders' meetings of APEC since 1993, making great contribution to promoting the economic cooperation in the Asia-Pacific region. 
In 1993, the first APEC Leaders' Meeting was held in Seattle, the USA.Members committed to deepening their spirit of community based on their shared vision of achieving stability, security and prosperity for their peoples, Then Chinese President Jiang Zemin attended the meeting and delivered a speech.He proposed the principle of mutual respect, mutual benefit, mutual opening and mutual development", and suggested that diversified, multilevel and multi-channel cooperation should be carried out in a progressive way and by a combination of multilateral and bilateral modes based on the actual conditions and characteristics of the region to create a new pattern for regional economic development. 
In 1994, the second APEC Leaders' Meeting was held in Bogor, Indonesia.Through this meeting, the goals and schedule for APEC to realize trade and investment liberalization was made.The pace of implementation took into account differing levels of economic development among APEC economies, with the industrialized economies achieving the goal of free and open trade and investment no later than the year 2010 and developing economies no later than 2020.This is called the "Bogor Goals".President Jiang attended the meeting and put forward five principles for economic cooperation in the Asia-Pacific region in the future: mutual respect and consensus; progressive advance and stable development; mutual opening-up and no exclusionism; wide cooperation and mutual benefits; narrowing the gap and co-prosperity. 
In 1995, the third APEC Leaders' Meeting was held in Osaka, Japan.The Osaka Action Agenda was adopted.President Jiang attended the meeting and announced that China will reduce import tariffs by at least 30% from 1996 to promote the realization of the "Bogor Goals".This played a positive role in promoting regional cooperation and realizing trade and investment liberalization in the region.
